Policy Interpretation:

Under the leadership of the State Council and the relevant departments of the State,the notice "Resources comprehensive utilization of products and services value-added tax preferential catalogue” was issued on June 12, 2015. What benefits it will bring to the cement enterprises? 

1. The 42.5 and above grade cement mixed with 20% slag can enjoy 70% tax rebate, therefore it will  obtain substantial benefit under the new policy.

2. Reduce the proportion of the tax rebate rate of 32.5 grade cement, and increase the ratio of slag blending. On December 2014, the National Standardization Management Committee issued a "General Portland cement" GB175-2007 National Standard No. 2 modification, the main content is to cancel the composite 32.5 portland cement (December 1, 2015 onwards), retain the composite 32.5R cement temporarily. At present, the Federation and cement association has already begun to organize cement standard council to carry out the revision of "General Portland cement" accelerate the implementation of the abolition of composite 32.5R cement, based on a unified understanding.

3. Clarify the environmental conditions of benefiting enterprises. It will be more stricter on environmental standards. "Preferential Directory" also clarify the prohibited, restricted projects ( 2000 tons / day following clinker production lines, 600000 tons / year cement grinding station, kiln diameter of 3 meters and above cement kiln, dry kiln (2012) (except high alumina cement, sulphoaluminate cement and other special cements), Lepol kiln, wet kiln and a diameter below 3 meters cement grinding equipment) of "Guiding Catalog of industrial structure adjustment" which belong to the National Development and Reform Commission can not enjoy the preferential policies.
